shore snorkeling Fiji and Tonga

I am going to Fiji and Tonga for several months later this year. Does anyone have recommendations for places where I can shore snorkel, without a boat, preferably near budget lodging? Any help is appreciated. ps I am a seasoned traveler and have been diving for many years. I do not need help with dive resorts, etc. I need budget lodging with great shore snorkeling nearby. Thanks

let me know what you hear...my boss is sending me on a paid vacation and i'm think of fiji...I don't dive, but my husband does.
