well if it can help i have my niece is 8 years old and she has been diving since the age of 6. We all are very keen on diving in the family. Lessons realy do depend on where you live, if you are near to a coast you have far more chances to find lessons for every age group than in the center of a country!

Padi has a course for youngsters...here is an quote from their website

"Minimum Age: 10 years when accompanied in the course by a parent or legal guardian. Individuals older than 12 may take the course without their parent or legal guardian without their partent or guardian, but with consent required. Students younger than 15 who successfully complete the course qualify for the PADI Junior Open Water Diver certification, which they may upgrade to PADI Open Water Diver certification upon reaching 15."

But that's just PADI. Other agencies may have different restrictions.

I was reading that with PADI it was 8 years of age and with another it was 13, it seems to depend from place to place
