Question Can someone fly and then dive within a 24 hour period

If not, why can't you?

What are the risks if you did fly and dive within 24hrs?

I will add to this one.

If you fly into the island you can dive that day. In order to fly out after diving you should wait anywhere from 18 D.A.N.'s recommendations to 24 hours (most diver are conservative) they follow 24 hours out.

This mostly applies to commercial airlines going over 33000 feet.

I know some of you will add comments but those are the basic rules.

Yep, those are the rules as far as I know, but there seems to be some reevaluation of them by DAN and the certifying agencies over the last few years.
I use my own common-sense rule: if I am diving the day before I plan to fly, I do it in the morning and keep it shallow. I make sure to have 18 hours between dive and fly, shallow is for a little more protection.
