Which scuba certification agency should I use and which would be the most recommended?

PADI will come up the most because they are worldwide. Most people will honor your certification card if its PADI. I have seen one diver who had a problem with a YMCA card. Mostly the boat operator did not know the group. He was finally able to dive but the boat operator drilled him first just to make sure he knew his stuff. I have not seen this ever again.

PADI is the 800lb. gorilla of scuba, but size does not make it any better or worse when it comes to instruction. The quality of the instructor is by far the most important criterion.
