Question Are there any medical conditions that would stop someone diving

What medical conditions would either prevent you from diving or restrict you from diving?

Can mobility impaired or sight impaired people learn to dive?

Two different questions.

1. Medical Conditions, Yes, but I am not a doctor so I will not go into get detail on this one. You should check with your local shop, get the medical form and take it to your doctor to clear up any questions regarding medical if you have a condition listed as non diving.

2. Having a disability is not something that will prevent a diver from the experience. You will need different training and with an instructor trained the deal with your needs. Again, in the Chicago Land Area we have a group called "Diveheart" started by a guy with a blind daughter, he wanted her to experience scuba. Those who can not move there legs, use a special webbed glove and use there arms to propel. Usually, a buddy is taught and dives with them in case they wear out, to help them out.

I would just add that one condition that affects everyone at least on a temporary basis is the inability to equalize pressure in your ears. If it is caused by a cold or something like that you just have to wait for it to clear up. If it is permanent there is no way you can dive without rupturing your eardrums.
