Check out this very wierd news: R.I. A state legislator from South Kingstown wants to ban shell fishermen from using any breathing equipment when harvesting from four South County ponds.!!

To be frank, it is a move made for reducing the excitment of scuba diving and trying to increase the population of the shell fishes. Either ways, i didnt understand that part of using breathing equipment when harvesting in ponds!! I mean in what way might that cause any direct/indirect harm to the shell fishes?
