Default Jetfins turned white

I have a pair of JetFins that's been stored for a while. I was cleaning some stuff and when I took them out, they had turned this whitish color. Kinda like the rubber turned old or something. It isn't powder-y at all. When I run my finger across it (with some pressure), it sort of crumbles as it pulls away from the surface of the fin like the top layer of rubber has aged. I've tried scrubbing it clean and it does come off with a nylon scrub sponge and an abrasive powder (bar keepers friend powder). It takes quite a while and it looks like I will need to do it a couple more times to get it all off.

Has this happened to anyone before and is there some trick/method for restoring the rubber? Is this common with rubber fins?
