Don't know if this is "the best place" but it's pretty awesome for a variety of dive sites. Catalina California. The water doesn't require you own a dry suit, the kelp forests are amazing, and the marine life is healthy! Vis is around 40ft+ (good enough for me). It's easily accesible from 3 harbors in Southern California. The boat ride is about 1hr and Catalina is very diver friendly. I love it there, but I'm sure there are tons of spots better, just my 2 cents though.

The best place I've been is The Key Largo area. The Spiegle Grove was amazing.

The Florida Keys are Amazing, Key largo has the best dive spots. Molasses Reef is one of the healthiest reefs there. There is also amazing artificial reefs in the Miami Area. You never need a dry suit and not even a wet suit during the summer !

I would have to say all of Florida. Key Largo has some beautiful reefs due to Pennecamp. They have amazing wrecks, the Duane, Bibb, Speigle Grove to name a few. Pompano has some great diving, beautiful reefs and i believe there is a wall out there too, they also have some nice easy diving wrecks if your not into deep wrecks. Pensacola has the largest artifical reef now that is 24miles offshore named the USS Oriskany which is an 888ft aircraft carrier. and also the inland of florida is known for the Cave diving in the U.S.
